Why Benidorm has so many skyscrapers
Benidorm's skyline is the result of a deliberate choice: in 1956, under mayor Pedro Zaragoza, the town approved a general urban plan that favoured building upwards over sprawling along the coast.
The plan zoned land for hotels, housing and public space, and a 1963 revision removed most height limits, freeing the ground around tall blocks for gardens, pools and avenues. The tourist board argues that towers use less land and fewer roads than low-rise sprawl. Only three buildings over 100 m were finished before 2000; a boom in the 2000s added most of the rest, and the 2008 crash then stalled several projects for years.
Today Benidorm counts 33 buildings over 100 m, more than Madrid, and with a resident population of only about 77,000 it is often described as having more skyscrapers per inhabitant than anywhere in the world. The skyline features in our things to do in Benidorm guide, and is best seen from the hills of Serra Gelada.

Intempo Benidorm
Intempo is Benidorm's tallest building and is described as the tallest residential building in the EU: two towers about 20 m apart, joined near the top by an inverted cone, which gives it its distinctive M shape.
Designed by Pérez-Guerras Arquitectos, it was started in 2007 and should have opened around 2009–2010. Instead the financial crisis stalled it: the first contractor went bankrupt in 2009, the architects resigned in 2013 and the developer became insolvent in 2014. Work restarted in late 2019 under a new owner and it was finished in July 2021.
It was first measured at 187 m; an added floor slab took it to 202.5 m, and Visit Benidorm quotes 206 m. It holds 256 private apartments; its rooftop terrace is for residents only and there is no public observation deck.
Gran Hotel Bali and its Sky Bar
Gran Hotel Bali, 186 m and 52 floors, was Spain's tallest building from 2002 to 2008.
It is also the one skyscraper you can easily go up as a visitor. The hotel's Sky Bar viewpoint on the top of the tower is open to non-guests for €10 (hotel guests €5, children under five free), and the entry fee does not include drinks. The hotel gives approximate hours of 09:00–19:00, varying with season and weather, with 360-degree views. For more high-up drinking spots, see our Benidorm rooftop bars guide.
Other towers worth knowing
Several other towers stand out, though all are private homes.
Torre Lugano
Torre Lugano, 158 m and 43 floors, was finished in 2007 and was long billed as Benidorm's tallest residential tower.
Neguri Gane
Neguri Gane, about 148 m and 43 floors, was built between 1998 and 2002 by the same architects as Intempo, in a brutalist style. It is named after Neguri, in the Basque Country.
Delfin Tower
Delfin Tower on Avenida Vicente Llorca Alós, near Poniente beach, is not among the tallest at about 98 m, but it was the first high-rise residential building in Spain to earn LEED Gold certification. It was completed in 2022 with 39 apartments.
Coming next: TM Tower
TM Tower, under construction at about 230 m, is expected to be completed in 2028, and would overtake Intempo as Benidorm's tallest building.
Best viewpoints for the Benidorm skyline
The best free views of the skyline are from the hills at each end of the bay and from the castle headland in between.
La Cruz (Benidorm Cross)
The cross gives a 180-degree view of the skyline with Levante and Poniente beaches in one frame. It is a 5 km return walk from the Rincón de Loix, about 3 hours with stops; see our Serra Gelada walks guide.
Balcón del Mediterráneo
The white balustrade of the castle viewpoint in the Old Town looks east along Levante beach to the towers and the Rincón, and west over Poniente and the harbour. It is free and best at sunset.
Tossal de la Cala and Sierra Cortina
Tossal de la Cala, at the far end of Poniente, gives a quieter view back along the whole bay; the 2.5 km return walk takes about an hour. Sierra Cortina, a residential hillside reachable by car, gives an elevated, head-on view of the skyline with benches and shade.
Skyline tips for visitors
Most towers are private, so enjoy the skyline from viewpoints, rooftop bars and the promenades.
- Photos: La Cruz is lit at night, and it and the Balcón del Mediterráneo are the classic skyline photo spots, especially at sunset.
- Sky Bar: the Gran Hotel Bali viewpoint closes early evening, so go in daylight and check hours with the hotel (+34 966 81 52 00) out of season.
- Staying high: compare tower hotels in our hotels in Benidorm guide.
- Getting around: the tallest towers are spread across Levante, Poniente and the hill behind; a taxi or the open-top bus is the easy way to see several in a day.

Why does Benidorm have so many tall buildings?
Benidorm chose to grow upwards. Its 1956 general urban plan, backed by mayor Pedro Zaragoza, favoured compact high-rise growth on limited coastal land, and a 1963 revision removed most height limits. The idea was to leave space for gardens, pools and avenues around the towers rather than covering the coast in low-rise blocks.

The Gran Hotel Bali Sky Bar is the nearest thing: a viewpoint and rooftop bar at the top of the 186 m hotel, open to non-guests for €10 (€5 for guests, under-fives free). Hours are approximately 09:00–19:00 and vary by season and weather, and drinks are extra.
